Final paragraph of above telegram.
I communicated verbally with Liang yesterday on lines
reported therein. He regretted what had happened but said
that the question was beyond his control. On 23rd March
German Agent had informed him that good progress was being
made in his negotiations with Chung and they soon would be
concluded. Chung is also desirous of settling the Hupei
Section of the Hankow-Szechuan line at the same time. Liang
asked me whether we intended to compete.
